VA School District May Ban Non-Gender Conforming Attire

The school board in Suffolk, Virginia     a district with about 14,400 students about 20 miles from Norfolk     is expected to vote next month on a new dress code. The new rules would prohibit students from clothing "not in keeping with a student’s gender" or that "causes a disruption and/or distracts others from the education process or poses a health or safety concern," Reuters reported.

Supposedly, this is an anti-bullying measure. It's arbitrary, vague and possibly violates First Amendment protections. My real problem, however:

Would it not be better to teach children not to be judgmental and superficial?
