Even by Christopher Doyle standards this is spectacularly stupid

Apparently Christopher Doyle has filed a complaint with the FTC accusing the Human Rights Campaign and unnamed others of consumer fraud for asserting that people are born gay. This is so staggeringly stupid that I scarcely know where to begin. Self-censorship precludes me from calling Doyle a fuckwit. Doyle has not provided a copy of the complaint.

Consumer fraud exists when consumers are motivated through deliberately false information to purchase goods or services. HRC doesn't have consumers. Ergo, it cannot be guilty of consumer fraud.

Contrast that to reparative or reorientation “therapy” providers. They do have consumers from whom they extract money with the promise that they know the secrets of human alchemy and can change gays into straights.

According to Doyle:
Because the therapy has a track record of working, activists are repeatedly using the same false statements to convince the public and lawmakers otherwise.
And: 
They are simply projecting their own deception and lies. There's no research that says people are born gay. Therefore, these organizations are deceiving the public by committing consumer fraud, and our task force is now going to go after them — and file our own complaint with the Federal Trade Commission because of this.

Actually there is a mountain of peer reviewed research to contend with. The following professional organizations concur that sexual orientation is innate and immutable and that efforts to change sexual orientation are ineffective and potentially dangerous:
